SALA & ASSOCIATES, INC (September 2011 to present) at Albuquerque, NM

Project Management Consultant

Under Goodrich Aerospace, ISR Systems, Albuquerque contract to implement a fully compliant Earned Value Management System (EVMS).

·         Created the company EVMS Process Description.

·         Using Gap Analysis identified and created corporate policies, standard and work procedures required for a fully ANSI/EIA 748-B compliant EVMS.

·         Wrote and conducted basic EVMS training along with specialized training for Stakeholders, Management, Control Account Managers (CAM), and Work Package Leads.

·         Creating a Program Management Office (PMO).

o        Piloting projects using fully compliant EVMS

o        Establishing plans, procedures and conducting Mock Integrated Baseline Review (IBR), Baseline Change Control Board, and EVMS Surveillances.

Sandia National Laboratories Earned Value Council Chair and Senior Project Management Specialist

Under Sandia National Laboratories contract, performed Project Controls and Scheduler support using Primavera P6 for multi-million dollar Line Item Construction Projects. Supported smaller projects using MS Project.

·         Served as Process Lead for the first EVMS certification of a DOE site by the Defense Contract Management Agency (DCMA).

·         Led this Sandia Team in expansion of the PPM process description to encompass projects throughout the Laboratory.

·         Chaired Sandia Earned Value Council, and acted as the Laboratory Point of Contact for EVMS.  Created and implemented a process guideline for the conduct of EVMS Surveillance.  Coordinated and conducted formal project EVMS surveillance as required.  Continually reviewed all projects’ status and recommended conduct of EVMS surveillance, if warranted.

·         Selected to coach, mentor a compliant EVMS at the Atomic Weapons Laboratory in the UK.  Directed Integrated Baseline Review and EVMS Surveillance Teams to validate training, Implementation and EVMS compliance.
